    Lok Sewa Aayog yearly Calendar 2074/ 75 Vacancy dates,Public Service Commission

    Public Service Commission (Log Sewa Aayog) was established in Nepal on 15 June 1951 A.D. The Commission is involved in selecting meritorious candidates required by Government of Nepal for various vacant posts of the civil service. The continuity of PSC has never been hindered since its establishment. Present Constitution of Nepal 2007(2063 BS) has designated the Public Service Commission as an independent constitutional body.

    Functions, Duties and Powers
    The functions, duties and powers of Public Service Commission are as follows:
    > To conduct examinations for the selection of suitable candidates to be appointed to various civil service posts.
    > Permanent appointment to any position in the civil service which carries the benefit of pension shall not be made except in consultation with the PSC.
    > Government of Nepal, is required to consult the PSC on the following subjects:
     matters concerning the laws relating to the conditions of service of the civil service;
    - the general principles to be followed in the course of appointment to, promotion to and departmental action concerning the civil service or positions;
    - matters concerning the suitability of any candidate for appointment to a civil service position for a period more than six months;
    - matters concerning the suitability of any candidate for transfer or promotion from one service to another within the civil service or any other government service to the civil service;

    >- matters concerning the permanent transfer or promotion of any employee, working in any position of an organization which is not required to consult with the Commission on matters of appointment, to any position for which consultation with the Commission is required;
    - matters relating to departmental actions proposed against any civil servant
    > Subject to the Constitution other functions, duties and working procedures of the PSC shall be as regulated by law.
    > Every year, the Public Service Commission shall submit annual report on the works it has performed to the President. The President shall  arrange to submit such report to Legislature-Parliament through the Prime Minister.

    Process of Selection
    The Public Service Commission conducts examinations for selection of candidates as per the Public Service Commission (Procedure) Act, 2066 B.S. using one or more methods of selection as follows:
    > Open competitive written examination,
    > Open competitive practical examination,
    > Interview and,
    > Any other methods adopted by the Commission.

    In order to carry out selection process, the Commission publishes vacancy announcement for the concerned candidates in its weekly bulletins published every Wednesday as well as in the "Gorkhapatra", a national daily. The Commission has also adopted an annual calendar of operation of its activities which incorporates all the details of phases of the selection process.



    In order to maintain fairness and impartiality in the selection, the commission has adopted a system of "multi-blindness" in which setting and moderation of questions, checking of answer sheets, conduction of interviews as well as result of written examinations and interviews are carried out in a manner that officials involved are kept in anonymity to each other.( source: psc.gov.np)

    Questions raised over TU examinations office

    Blunders on the part of the Office of Controller of Examinations, Tribhuvan University, has raised questions regarding the university’s ability of conduct examinations and its attitude towards university students’ future. Negligence on the part of the examination office has time and again created problems for students and has raised questions on the quality of education it provides.

    Students from Public Youth Campus, Dhobichaur in Kathmandu, faced consequences due to a blunder committed by the Office of Controller of Examinations. Their result was published and they were marked absent, although they had attended the examination.

    Pratham Gurung, a student of Masters in Business Studies from Public Youth Campus said that all the students have been victimised due to the negligence of the Office of the Controller of Examination. “We had been waiting for the results since seven months but when the result was published we were marked absent in our certificates,” said Pratham, adding, “We are deeply concerned about the errors in our results and its publication. The controllers have been reckless with regard to the future of students, and it isn’t the first time such a thing has happened. It has happened many times over the years. That’s why we want a revolution, not for our sake but for the sake of the upcoming generation.”

    “Of the total 340 students of the campus who appeared in the exams, 195 students were marked absent in their certificates. This is gross negligence on the part of the office. They must be sensitive about such issue,” said Balaram Thapa, assistant campus chief of Public Youth Campus. The agitated students have padlocked the campus chief’s room and have demanded rechecking and republishing of results. “The issue is no more an issue of our college, it is a national issue. Even re-examination was denied. We are awaiting the decision of the Office of the Controller of Examination, Balkhu, only after its decision will we open the locked room of the campus chief,” he said.

    In order to address the issue, Office of the Controller of Examination has formed a probe committee to research the copy of examination. According to the Registrar of Tribhuvan University Dilli Ram Upreti, the committee will report the findings of its investigation by Friday. After that, the office will address the problem of students.

    Upreti informed that the students are furious about the result but without any proof we can’t take any decision. He said, “If the committee finds out that the papers of the exams were lost, then, as per the law, we have to take re-examination.

    There is no other way out. If the copies are hidden somewhere then we’ll soon publish the result.” He has requested all the students to be patient until the committee comes up with its report and draws a conclusion.

    Prime minister stresses education sector reform

    Prime Minister and Chancellor of Tribhuvan University Sher Bahadur Deuba has stressed on creating conducive academic atmosphere in the country and bringing reforms in the education sector.

    Speaking at a programme organised to mark the 58th annual day of Tribhuvan University, Prime Minister Deuba emphasised on the need for scientific, practical and skill-based education to reduce unemployment in the country.

    “People of all religions, castes and gender must have equal access to higher education,” he said and added  that without education development of the country was not possible.

    On the occasion, Prime Minister Deuba inaugurated the newly constructed university entrance gate. He praised Tribhuvan University’s for its contribution to producing educated manpower in the country.

    Prime Minister Deuba also requested the office-bearers of the university to prepare reports on academic and administrative issues of the university in coordination with concerned stakeholders.

    On a different note, Prime Minister Deuba said the successful holding of two phases of local level elections had paved the way for implementation of the new constitution.

    Hence, the first priority of the present government is to hold all three levels of elections by January and bring stability in the country, he added.

    On the occasion, Minister for Education and Tribhuvan University Co-chancellor Gopalman Shrestha urged the university to update courses as per the need of changing times so that students could compete in the global market.

    TU Vice-chancellor Prof Tirthraj Khaniya shared that TU had introduced semester system in the master’s level and launched technical education along with e-learning and tele-education.

    Likewise, TU Registrar Dilliram Upreti informed that a total of 86,292 students graduated from TU from June 16, 2016 to May 31, 2017.

    MoE Nepal issues 18-point directive

    The Ministry of Education today issued an 18-point directive, instructing all local level education bodies to act as per local governments’ educational plans and policies.

    The move follows the completion of second phase of local level elections.

    According to Co-spokesperson for the Ministry of Education  Saraswoti Pokharel, local governments will now have their say in education governance in their respective areas.

    Schools while implementing their educational plans and programmes and allocating resources would be regulated by local level education offices as per the directive.

    Likewise, local levels will also have a role in opening new schools, upgrading schools, merging two or more schools, keeping records of students, staff and school properties, resource allocation and expenditure, appointment of teachers and their salaries, among other things.

    The directive also states that local level education offices would also oversee activities such as teacher training programmes, meetings, seminars and coordinate with the school administration, school management committee, parents association and other stakeholders to improve the quality of education, Pokharel said.

    As per the directive, activities including holding of basic level examinations in school, provision of scholarships and educational counselling services and establishment of libraries would also fall under the purview of local level education offices.
