Enrol students on IoM merit list, SC tells medical colleges

The Supreme Court today ordered Universal College of Medical Sciences, Bhairahawa, and National Medical College, Birgunj, to enrol candidates recommended by the Institute of Medicine, Tribhuvan University, for post-graduate courses.

A single bench of Acting Chief Justice Gopal Parajuli issued a show cause notice and interim order against the defendants as demanded by the writ petitioners. The Supreme Court also asked the two colleges to charge the students  only the fees determined by the IoM.

Krishna Timilsina, Diwas Thapa, Abhasbabu Tiwari, Sumit Dhital, Sharmila Gurung, Bishal Acharya had jointly filed a writ petition against Universal College of Medical Sciences, Bhairahawa and TU.

Similarly, Nishant Kumar Thakur, Krishna Adhikari, Prem Bahadur Maharjan, Piyush Shrestha, Prashant Kandel and Shradha Phuyal had jointly filed a writ petition against National Medical College, Birgunj and TU.

The petitioners have claimed in their writ petitions that they passed the entrance exam and Open House Counseling conducted by IoM for academic year 073/074 and their names were published in the merit list on June 21.

Advocate Jyoti Baniya who pleaded on behalf of the petitioners in the SC told THT that his clients moved the SC after the two colleges refused to enrol them for PG courses. Baniya said the two colleges enrolled other students who had fewer marks (between 50 and 62) in the IoM’s entrance exam results, although the writ petitioners had scored 70 or higher marks.

Baniya said the two colleges enrolled other students because they offered 50 to 60 lakh rupees against the fee of Rs 30 lakhs fixed by the IoM.

Raju Basnet, finance controller, Universal College of Medical Sciences, Bhairahawa, however, said his college enrolled other students as per the contract signed between his college and the TU. He argued that the TU had introduced Open House Counseling this year and the notices that the TU published about the same was when his college had already enrolled other students. He said his college enrolled students the way it had been doing for last nine years.

Basnet also said that as per the contract between his college and the TU, his college was entitled to fix admission fee and notify about the fee structure to the concerned body which his college did in time. He said his college started PG courses from May 28, but the IoM published the Open House Counseling results only on June 21.

“If the SC tells us to cancel the enrolments of other students and enrol the writ petitioners, we are ready to do that, but 33 students who are studying in our college have also filed a writ petition at the SC demanding that their enrolment not be invalidated and this case is sub judice,” he said and added that his college had no problem accepting the fee structure fixed by the IoM, but that should apply only from the next academic session.

Basruddin Ansari, managing director, National Medical College, Birgunj said his college was ready to abide by the Supreme Court order.

“If the TU wants to change the contract, then we are ready to do so, but how can it impose a new rule without changing the contract?” he wondered. He said his college followed admission rules that it had been following for the last 16 years.

Management course for future managers and entrepreneurs

Without management skills no knowledge can be thoroughly applied to achieve success in life. And students of Apex College, Old Baneshwar, currently studying different streams of management--Bachelor in Business Administration (BBA), Bachelor in Business Administration-Banking And Insurance (BBA-BI), Bachelor in Business Administration-Travel and Tourism (BBA-TT), Bachelor of Computer Information System (BCIS)--shared with My City’s Nasana Bajracharya why they studied management and how it has helped them grow.

    Swati Karn (BBA-BI, 8th Semester)
Deciding to choose any field of study is determined by two main aspects: quality of education and dedicated faculty. BBA-BI has different teaching method and we are growing each day with the number of projects and presentations we prepare over the course. One of the many reasons why students fly abroad is placement. Though we have placement, it is not the same as practiced internationally. If we do enable placement on a larger scale, we might encourage students to stay and apply these managerial skills we learn here itself in Nepal.

    Biplav Poudel (BBA, 8th Semester)
The BBA course matched my thinking and I joined this course. I run a logistics company and I have been applying the lessons learnt here, in my business. I got to work on myself and learn along the way. I was an introvert but my public speaking skills has increased exponentially, all because of BBA. The smart presentation, extra-curricular activities, writing exercises, time-to-time orientation and ample resources have helped me a lot.

    Ramesh Thapaliya (BBA-BI, 6th Semester)
Very few are aware about the importance of insurance in our country. Its importance increased after the earthquake of April 2015. Only 10-12 percent of people are involved in insurance business. We also lack right leadership with proper management skills. In our course, we study all criteria of each insurance type and also laws and ethics; this helps us to implement them. Having said that, annually only few hundreds of students graduate from this course which means we lack the mass production we require for better crisis management.

Pema Choden Tamang (BBA-TT, 8th Semester)
BBA-TT has a similar course structure to BBA. However, this course specializes in tourism sector. We get to study the basics of management and also learn about air cargo and aviation. We have different options or careers to choose from. This is a very practical course related to the tourism sector. As I aim to improve Nepal’s tourism sector, this course is grooming me and teaching me about hotel business and travel agents as well.

    Savana Sapkota (BBA, 8th Semester)
Where Science is applicable in one kind of field/job, Management, or BBA in particular, gives you that freedom to choose. I was confused after I finished my +2 in Science, but I don’t regret choosing this subject at all. We study the theories but we must be able to create new ideas to deal with the situations. So this makes you more creative and innovative. I want to be a social entrepreneur and I want to be able to contribute to society. But to study any subject, we need interest to invest ourselves in that field. Evaluate your strengths and decide.

    Prativa Adhikari (BCIS, 6th Semester)
Our course is 40 percent management and 60 percent IT. As we live in the era of technology, the things we can do in the IT sector are limitless and we can even do management if we want. I aim to be a software programmer and with the help of this course we are getting familiar with computer languages like .php, .html, .css, .java, etc. and practicalities of this course with labs and projects. When we are aware we can ensure safety and as a result we will have less fraud-related cases. Nepal still has areas unexplored and we can work on them to install new system or work on pre-existing systems to make it more managed.

    Yamber Rayamajhi (BBA-BI, 6th Semester)

BBA-BI is very dynamic in nature. This course is in the developing phase. We are getting the right amount of exposure and developing communication as well as leadership skills. The level of excellence is totally different and we are constantly involved in extracurricular activities. People talk a lot about the scope of BBA, but I believe, scope is what we make of it. The right management can help bring about new revolution through new technologies. What we require is passion and interest to do something; we can succeed in any field.

    Johnson Shrestha (BCIS, 6th Semester)
After I finished my grade 12, I joined BCIS without knowing much about it. But, there hasn’t been a day where I had to regret my decision. This sector is open to each and every field. Though I haven’t decided where to invest my knowledge, I think I would be free to choose from any field I want when the time comes. As this is a different course altogether, we have very limited production of skilled manpower which affects the overall development as well. What we require is the enthusiasm to learn and the passion to do something.

    Ramesh Sodari (BBA-TT, 8th Semester)
From the smallest to the biggest businesses all require proper management. As the tourism sector has a high scope, we can join any business or start a business of our own. I am planning to be an entrepreneur myself in travel-related business. Nepal is well-known for its hospitality and the tourism sector holds the highest possibilities. It is not necessary for us to go abroad, we can do all we want here itself. We need to develop our tourism sector.

    Sama Kharel (BBA, 8th Semester)
We need to drop this idea that Science stream is the only place where you can excel. You can excel in management too. As many perceive it to be, BBA is not only about banking. And it is also not restricted to any stream. Management is required in politics, media and other sectors.  I did my A-levels in Science but always wanted to do management. In fact, this is where you get to work on yourself. The idea of my own family towards management has changed over time and I think others will change their perception as well.

    After SEE: Weigh your options

So you’ve just passed your SEE exams with flying colors but what now? Should you continue with your SEE or opt for international degrees like A-Levels or International Baccalaureate? How do you find good colleges? How do you even apply at these colleges? Here are a few things you need to keep in mind before applying.

    1. Research:
The best way to find the best colleges for the stream that you’re planning to go into would be to talk to people. Find people who have pursued he stream you’re interested in and seek their advice. They will definitely have an answer to your queries. After finding out a few colleges that you’d like to attend, Google them up and find out if they have a website. Usually, the website will have all the information you need; in some cases you’ll even find course structures that might help you get a clear vision on what you’ll learn at the college. These websites will also provide you with a list on what documents you’ll need for filing your application.

    2. Choose wisely:
Think about the things that made your school studies difficult; consider the things you enjoyed in your school; then see whether SLC (+2), A-Levels or IB will be right for you.

Another factor after this is choosing your subject combination. Instead of being influenced by your friends or family, if you weigh your strengths and weaknesses, you’ll be able to enjoy and do well in your studies in your high school. After identifying the stream of your choice, you may go for Science, Management or Humanities and excel.

    3. Right mix of subjects:
It is important to take the right mix of subjects. Science stream offers you subjects like Physics, Chemistry, Biology, Mathematics, Computer Science, as core subjects. Management stream offers you subjects like Business, Accountancy, Economics and Mathematics as core subjects. Arts/Humanities include Psychology, Sociology, Economics, Arts, Philosophy, et cetera as core subjects. Slight addition or subtraction of core subjects and optional subjects can be there depending upon the type of program you decide to enroll in.

    4. Build a folder:
Make a folder with all your documents so that you don’t lose any of your important documents such as transcripts, recommendations, and character certificates. Also make a point to keep a few photocopies of these documents handy inside the folder so that you have access to them as and when needed. Consider keeping a few passport-sized photographs inside the folder for the college forms.

    5. Brush up on your studies:
Most of the colleges will require you to sit for an entrance exam. It is advised to do relevant preparations so that you can tackle these examinations easily. Getting into a good college will depend largely on how well you perform in these exams. There might also be an interview session during college admissions so make sure you speak clearly and confidently during these sessions.

Moreover, choosing the right college is important because it determines your career. So don’t make hasty decision or don’t just go after the reputation of a college. Take time, do your study and choose wisely. Look for schools that offer the courses of your interest and provides quality subjects of your interest which provide you with your subject of interest and quality education.

    Pursuing a vocational career?

If you aspire to work instantly after the completion of a course, then joining technical and vocational training is the best way to do so. And the Council for Technical Education and Vocational Training (CTEVT) has been providing such training since 1989.

CTEVT, Sano Thimi is a national autonomous apex body of Technical and Vocational Education and Training (TVET) sector committed to producing technical and skillful human resources required for the nation. The program offered by CTEVT can be divided into two categories – Technical Education and Vocational Training.

Elaborating on these two categories Ramesh Kumar Bakhati, Director of CTEVT informed, “The program can be separated as Vocational Training and Technical Education where they are also known as horizontal ladder and vertical ladder, respectively. Vocational Training aims at providing certain professional and vocational skills to those who are either unable to pursue higher education or are interested to learn certain vocational/professional skills for their better professional advancement. Moreover, Technical Education covers various courses in health, engineering and agriculture trades in diploma level or proficiency certificate level along with TSEE level where the graduates are able to pursue higher academic education as well.”

There are around 175 courses under Vocational Training program that run from 39 hours to 1500 hours and is a short-term education program. The courses are offered as per the demand and needs and anyone can join.

However, the students who have cleared SEE level can opt for three years certificate/diploma level programs of Technical Education where one can choose from among 26 different courses. And to be eligible to study courses such as Health, Engineering, Agriculture and Hotel management one must fulfill certain criteria.

Talking about the same, Bakhati explained, “To study Health the student must have GPA 2 scoring grade C in three subjects English, Maths and Science in SEE certificate. Those willing to study Engineering too have to have GPA 2 but must score D+ in English and C in Maths and Science. And those opting for Agriculture /Hotel Management should have GPA 2 and they must have obtained grade C in any two of the three subjects among English, Maths and Science and a D+ in one.”

CTEVT graduates are eligible to work in various governmental and non-governmental organizations. Moreover, those who have completed the certificate/diploma studies have the capacity to generate work for themselves except for Nursing, according to Bakhati.

The most popular courses in vocational training are beautician and electrician, and  in diploma course are Nursing, Community Medicine Assistant (CMA) and Auxiliary Nursing Midwifery (ANM), Electrical Engineering, Civil Engineering, Geomatics, and Forestry.

Talking about the attraction of the students to CTEVT courses, Bakhati shared, “Last year for
18-month courses, a total of 67,000 students applied for 25,000 seats. And students are selected on merit basis.” There are 150 schools affiliated to CTEVT, eight annex schools and 22 constituent schools across 73 districts.

To get admitted one has to pass an entrance exam. The application forms will be distributed from Wednesday and should be submitted by July 12, according to Bakhati.

After SEE: What the top colleges are offering to their potential students

With the Secondary Education Examination (SEE) results published recently, students as well as their parents are in a dilemma on choosing the right school and subject for higher studies. While the students usually pick a school and the subjects of their choice based on their SEE results, there are many who later on regret their decision. Not every school is good just because it is in the city areas.

Those schools which launch extensive marketing campaigns to pull more students, at times, disappoint the students. Some of these schools provide highly commercialized education in the name of quality. Many a times, schools whose fees are much lower compared to the so-called big schools tend to be successful in bringing out the best of their students. As students select their school based on its past performances and the facilities it offers, Republica talked with some of the renowned schools in town to find out what they can offer to their students.

We have special interactive methodology of teaching and learning process: Bhushan Gurung, Academic Head, CG Education
Every school provides the basic facilities. However, we are determined to provide the upgraded system and facilities suitable for the present era. Other schools focus just on the academic courses but we have adopted a holistic approach. CG Education offers both courses under the CBSE and Government of Nepal at its colleges such as Campaign Kathmandu, Campaign Academy, Chandbagh and BPH, Birgunj with courses on science, management, humanities, hotel management and computer. We have spacious grounds, libraries, labs, canteens, equipped classrooms and more. Our fee structures are competitive and we also offer scholarships to deserving students.

Our college has all physical facilities: Anil Kaspal, Principal, Modern HS School
We provide additional classes and counseling service to the students. ECA is an additional subject along with major five subjects under the streams of management, law and humanities. We also attempt to teach the students discipline and culture along with scientific skills and knowledge of the 21st century. We have all the physical facilities at our college.

Quality education is our mantra: Dasharath Shrestha, Academy Director, NASA College

There are lots of schools at present. But those schools which have focused on quality education along with extra-curricular activities have stood out. Our college students get all kinds of facilities that are needed while perusing their education degrees. We offer different and quality facilities; any student here would tell you. We offer facilities like bus service, computer lab and library among others. Our teachers are of top level as we have made quality education our mantra.

We provide smart class facilities: Prajwal Koirala, Principal, Riviera College
Our college has 21st century facilities of skills class, ECA, transportation, e-library, library, smart-class and research-based teaching and learning environment with a mini research lab. We offer courses on science, management and humanities. We have an average fee structure and we offer three types of scholarships which are based on merit, terminal performance and need.

We offer British way of education from A-levels: Suman Shrestha, Marketing Manager, The British College
The education we provide is on a par with the international standards. Our courses from A-levels itself are taught in the British style and courses are also similar. Likewise, we also provide counseling to students, take them for field observations and offer classes by considering their psychological needs. We have been offering classes in English language since the establishment of our college. Likewise, we have college labs and internship for practical learning.

We have raised self-confidence level of our students: Sudan Dotel, Principal, Liverpool International College
With the combination of top-level teachers, top-level students and top-level education environment, we have been offering high quality and internationally competitive education. We have also managed every infrastructure that is need for the students of management. Library, high-speed Internet, modern computer labs, multimedia, and well-designed classrooms are the specialties of our college. Along with that, we also offer career counseling, spiritual studies seminars, and field visits, among others, that would help the students to be confident.

We are different: Govind Ghimire, Principal, St. Xavier’s College
We have been providing quality education for the past 55 years. From the time of our establishment, we have been keeping up with the expectations of the students as well as parents and we have never compromised on quality, offering all kinds of facilities. We offer lessons based on learning and practicality. Likewise, we also have a hostel, bus service, computer lab and library among other facilities.

Learning through research: Binayak Rana, Program Coordinator, Mid Valley International College
We make our students focus not only on their studies but also on extracurricular activities. Students practically learn through their projects and researches. We make sure to have a strong coordination between teachers and their students because we believe that if the students and teachers are friendly towards each other, the students can perform very well without any problem.

Our students don’t have to stay unemployed: Madhukar Pande, Principal, Mega College
We train our students to become more disciplined and responsible. Our well-facilitated and practical studies have proved to show that students do not have to stay unemployed after completing their education. With our quality teachers, students and educational environment, our students are well qualified to compete at international platforms.

Our students are especially tutored under a professor from University of Chicago: Yubraj Sharma, Principal, Himalayan Whitehouse College

We have recently introduced scholarship programs and given a whole new meaning to laboratories. We teach our students to research through innovator hubs, which is a new program in Nepal. These students are especially tutored under a professor from University of Chicago. We have programs to develop the students’ self confidence such as intensive classes for difficult subjects, mandatory English writing and language classes, carrier counseling, educational seminars, and power point presentation for each subject, regular assignment evaluation, field visits and term papers.

TU constituent colleges to charge upto 3.1 m for PG courses

The Executive Council of Tribhuvan University has set the fee structure of post graduate courses offered by University’s affiliated and constituent colleges on Tuesday.

The meeting was held at the Vice-Chancellor Office in the Capital this evening.

Speaking to THT Online over the phone TU’s VC Tirtha Raj Khaniya said the TU constituent colleges would charge maximum of Rs 3. 1 million for the post graduate courses offered across the nation.

“TU affiliated colleges would charge upto Rs 26, 83,000 for PG courses, however, constituent colleges would charge additional 15.5 % to that of affiliated colleges”, added Khaniya.

“The 15.5 % was added in the fee structure to cover the cost of hospital infrastructure and professor’s salary of constituent colleges, however, colleges have their right to charge fee accordingly but not exceeding the limit set by the Executive Council,” shared Khaniya.

The Executive Council has also set the limit for other courses offered by the colleges including nursing and pharmacy.

Earlier, the government was solely responsible for determining the fee structure of the post graduate courses offered by the TU affiliated colleges, only the right to monitoring and Supervision was given to the colleges.

“This time around, the government has given full authority to the Executive Council of TU to determine the fee structure of the PG and MD courses and also the right to monitor and supervise colleges under the Tribhuvan University”, informed the VC Khaniya.

“We are also working to determine the fee structure of the Bachelor of Medicine and Bachelor of Surgery (MBBS) and will announce it in a day or two,” added Khaniya.

Earlier, MBBS doctors aspiring to pursue post graduate and doctorate of medicine courses were compelled to pay hefty amount.

Meanwhile, the decision would be effective from today itself.

Around 150,000 students ‘can’t pursue’ higher studies-Secondary education exam results

"Even to study vocational subjects at the CTEVT, students must score at least a C (40-50 marks) in Maths, English and Science"

Candidates, however, can sit for grade improvement test scheduled for August 3-6

Around 150,000 students of the 462,136 who appeared in the Secondary Education Exam (SEE) won’t be able to pursue higher education, not even vocational subjects offered by the Council for Technical Education and Vocational Training (CTEVT).

SEE results were published on Friday and a little less than 150,000 students have scored either a D (20-30 marks) or an E (0-20 marks) in compulsory subjects like English, Mathematics and Science.

Even if only compulsory English is taken into account, 149,029 students have scored either a D or an E.

To study vocational subjects at the CTEVT, students must score at least a C (40-50 marks) in these subjects.

Students scoring a D or an E, however, can sit for a supplementary exam to be held on August 3-6 to improve their grades.

“Students with a D or an E must sit for the grade improvement exam and score at least a C in the three compulsory subjects to study at the CTEVT,” said Ishwori Datta Bhatta, controller of examinations at the CTEVT.

The SEE graduates who want to study Nursing, Pharmacy, Lab Technology, General Medicine, Dental Science, Homoeopathy and Acupuncture among other subjects must obtain at least a C in Maths, Science and English and should have at least GPA 2.

Tukraj Adhikari, an information officer at the Department of Education, said if students with a D or an E sit for the exam and improve their grades, the Office of the Controller of Examination will issue them new certificates, thereby paving the way for them to apply for CTEVT courses.

CTEVT has been providing technical and vocational courses for the last 28 years.

After the School Leaving Certificate was phased out and SEE was introduced, the CTEVT has revised its courses and admission criteria accordingly.

The revised diploma directory of the institute has not defined any courses for the students who secure either a D or an E in major subjects like Mathematics, Science and English.
